Is slow sight reading still sight reading?

Question: Is slow sight-reading still considered actual sight-reading?  I use SRF for piano reading only and have to go very slow in order to keep a steady tempo to minimize errors (notes and 16th note patterns). Basically I'm wondering if I'm wasting my time.  Even slow tempos are a challenge and if my tempo is too fast, everything falls apart.  Around level 4-5 (all suggested keys), 4/4, 2/4, 3/4, some 3/8,  I can do quarter = 50, but mostly hang out more at quarter = 40.  Is this too slow?
